If every scoop sends up a gray cloud, your litter is the problem, not your cat. The best low dust cat litter keeps the air around the box clear, stops that film from settling on your floors, and is easier on cats (and people) with sensitive noses.
We compared the most popular low dust and dust free litters on Amazon by real owner ratings, clumping strength, odor control and price. Every pick below has at least a 4.2 star average from thousands of ratings, so you are not gambling on a brand nobody has tried.

How We Chose
We started with litters marketed as low dust, dust free or 99 percent dust free, then kept only the ones with a 4.2 star average or higher and at least a couple thousand Amazon ratings. From there we weighed clumping strength, odor control, scent options and price per pound. We did not test these in our own homes, so we leaned on large review samples and read the one and two star reviews for repeat complaints like dust, tracking or weak clumps.
The Best Low Dust Cat Litters
1. ARM & HAMMER Cloud Control Platinum Multi-Cat Clumping Litter (18 lb): Best Overall
Price when we checked: $17.99 | Rating: 4.5 stars, 4,600+ ratings
Cloud Control Platinum is ARM & HAMMER’s answer to dusty clay litter. It forms tight clumps that lift out in one piece, which matters because broken clumps are where a lot of dust comes from. The multi-cat formula is a good fit for homes with two or more cats. One honest drawback: it is lightly scented, so it is not the pick for a cat that rejects fragrance.
- Designed for very low dust when pouring and scooping
- Tight clumping for easy, clean scooping
- Multi-cat odor control
- Large 18 lb bag for the price
2. Fresh Step Advanced Simply Unscented Multi-Cat Clumping Litter (18.5 lb): Best Unscented Value
Price when we checked: $15.45 | Rating: 4.5 stars, 6,100+ ratings
If you want low dust without any added fragrance, Fresh Step Simply Unscented is the easy choice. It is a dependable clumping clay that owners praise for odor control, and it usually costs less per pound than premium brands. Like most clay litters it is heavy to carry.
- Unscented formula for sensitive cats
- Multi-cat strength odor control
- Strong clumping clay
- Budget friendly price per pound
3. Purina Tidy Cats Low Dust LightWeight Free & Clean Unscented Litter: Best Lightweight
Price when we checked: $26.98 | Rating: 4.4 stars, 12,500+ ratings
Tidy Cats LightWeight Free & Clean is labeled low dust and weighs roughly half as much as standard clay, which makes jug carrying and box changes far easier. It is unscented and a favorite for multi-cat homes. The trade off is price: lightweight litter costs more per scoop.
- Low dust, lightweight formula
- Unscented
- Easy to carry and pour
- Good for multi-cat homes
4. Dr. Elsey’s Ultra Unscented Clumping Clay Litter (18 lb): Best Budget
Price when we checked: $12.99 | Rating: 4.3 stars, 30,200+ ratings
Dr. Elsey’s Ultra has more than 30,000 ratings and a reputation among vets and shelters as a simple, hypoallergenic clumping clay. It is very low dust once poured, hard clumping and unscented. Some owners notice a little dust on the initial pour, so pour low and slow.

5. Boxie Probiotic Clumping Litter, Dust Free (16 lb): Best Probiotic Odor Control
Price when we checked: $23.99 | Rating: 4.2 stars, 11,900+ ratings
Boxie takes a different approach: it uses probiotics to break down odor at the source and is marketed as dust free. Owners like that the box smells clean for weeks. Its clumps can be a bit softer than heavy clay, so it pairs best with daily scooping.
- Probiotic odor control
- Marketed as dust free
- Plant-based ingredients blended with clay
- Long lasting freshness
6. Cat’s Pride UltraClean Low Tracking Unscented Litter (15 lb): Best Low Tracking

Cat’s Pride UltraClean is built to cut both dust and tracking, so less litter leaves the box on your cat’s paws. It is unscented and clumps well. If tracking is your bigger problem, pair any litter here with a good litter mat.

Low Dust Cat Litter Buying Guide
Clay vs plant based
Clay is the cheapest and clumps hardest, but it is where most dust comes from. A good low dust clay is processed to remove fine particles. Plant based litters (corn, wheat, pine, tofu) are naturally lower in dust and much lighter. If you want to go fully natural, corn and wheat litters are great places to start.
Unscented is usually better
According to the ASPCA, many cats prefer unscented clumping litter with a fine to medium grain. Strong perfumes can turn a cat off the box entirely, so start unscented unless you know your cat is fine with fragrance.
How to cut dust with any litter
- Pour slowly and close to the box instead of from waist height.
- Scoop gently and do not shake the scoop hard.
- Keep the box in a spot with some airflow.
- Replace the litter fully on a schedule. See how often to clean a litter box.
Want less scooping overall? Most of these litters work well in self cleaning boxes too. See our roundup of the best automatic litter boxes.

Frequently Asked Questions
What is the least dusty cat litter?
Among clay litters, ARM & HAMMER Cloud Control Platinum and Purina Tidy Cats LightWeight Free & Clean are designed for very low dust. Plant based litters like corn and pine are naturally low dust as well.
Is dusty cat litter bad for cats?
Heavy dust can irritate the eyes and airways of cats and people, especially those with asthma or allergies. A low dust litter is a simple way to reduce that exposure. If your cat sneezes or coughs often, talk to your vet.
Is unscented litter better for cats?
Usually, yes. Many cats prefer unscented litter, and fragrance can mask odors you should be noticing. Start unscented unless your cat already likes a scented brand.
How often should I change cat litter?
Scoop at least once a day and fully replace clumping litter every two to four weeks, depending on how many cats use the box.
